Beginning with a brief overview of the history of U.S. immigration laws and practices, we will hear about where we are today, who is immigrating to Oregon in 2025, our sanctuary laws, and how we can support the safety of our neighbors. To share their knowledge and answer your questions, we are pleased to welcome two nationally recognized immigration scholars: Juliet Stumpf and Stephen Manning. Juliet Stumpf holds the Edmund O. Belsheim Professor of Law chair at Lewis & Clark Law School. She is a scholar of immigration law and the intersection of immigration and criminal law. Her research spans three decades and seeks to illuminate the study of immigration law with interdisciplinary insights from areas such as psychology and political science. Widely published, she is one of the top ten most cited immigration scholars in the US. A former law clerk for Judge Richard Paez on the Ninth Circuit and a civil rights attorney at the U.S. Department of Justice, she holds a BA from Oberlin College and a JD from Georgetown University Law Center. Stephen Manning is a renowned immigration attorney based in Portland, Oregon, and a founding partner of Immigrant Law Group LLC. He is a widely respected leader in immigration law, and has received numerous accolades, including the 2015 AILA Founders Award for his profound impact on U.S. immigration policy. He founded and directs the Innovation Law Lab, where Ms. Stumpf also serves on the Board of Directors. The Innovation Law Lab is a cutting-edge nonprofit that leverages technology and litigation to combat the mass incarceration of refugees and immigrants. He holds a BA in International Business & Foreign Languages from Gannon University and a JD from Lewis and Clark Law School.
